I. Introduction

It is proposed to fill up seats in Intermediate 1st year in 18 MJPAPBCW Residential junior colleges through MJP AP BC RIC CET-2025. The tentative list of available seats in each of the institutions along with Jurisdiction is shown at Annexure —A (1) & (2). Interested candidates can submit their online

Applications from 15-02-2025 to 15.03.2025

All candidates have to apply through website, that is,Online web site: -https://mjpapbcwreis.apcfss.in

2. Important Instructions for filling the online application form

¥ Students who are studying Telugu Medium in 10th Class are also eligible to apply.

¥ Boys have to apply in Boys Colleges and Girls have to apply in Girls Colleges only.

Y Any information regarding this test shall also be sent to the registered mobile number of the candidate through SMS.

Hence, the candidates should provide the working mobile

| Students who are appearing for SSC Public Examination in MARCH-2025

Age

The students age not exceeding 17 years as on 31.08.2025 (Born between 01.09.2008 to 31.08.2025) are eligible to apply.

 

Eligibility Criteria

The students belonging to Andhra Pradesh only are eligible

 

Income

The annual income of the parent of the applicant shall not exceed Rs.1,00,000/- per annum as certified by the Tahsildar.

 

4. Reservation pattern:

The ratio for admission of students into MJPAP BC Residential Junior Colleges: |BC-and Orphans: 3%.A: 20%, BC-B: 28%, BC-C: 3%, BC-D: 19%, BC-E: 4%, SC: 15%, ST: 6%, EBC: 2% |

In Fishermen Colleges: Fishermen children- 46%, BC-A: 7%, BC-B: 10%, BC-C: 1%, BC-D: 7%, BC_E: 4%, SC: 15%, ST: 6%, EBC: 1%, Orphans: 3%.

75% of the seats are reserved for the students of BC Residential Schools and BC |Welfare Hostels and remaining 25 % Seats are allotted for other students who have jf studied in Social Welfare, Tribal Welfare Residential Schools, Hostels, ZP Schools or Private Schools. In case there is any short fall of admissions in any one category, as |on the date of admission, students from the waiting list in the other category can be admitted Vice-Versa.

> Up to 3% of seats are earmarked for orphans/ destitutes (as per G.O.Ms.No.47, Dated: 31.08.2010 of Women & Child Welfare Department).

> 4% percentage of reservation is allotted to disabled persons irrespective of category

> All vacant seats after the completion of admission process/non-availability of other category students shall be filled by BC candidates. |

6.Admission procedure for MJP AP BC WR Junior Colleges:


The applicant must submit his / her application only through ONLINE mode by visiting Online web site: https://mjpapbcwreis.apcfss.in/

> Rs. 250/- Fee is charged for the submission of online application.

> Candidates should upload their photo and signature within 50 to 150 kb size only.

> The Candidates must opted the colleges while applying online. The candidates shall be considered for admission into the colleges according to their preference, based on the availability of seats in those institutions as per the rule of reservation and merit.

Choosing only one course is required for students when submitting their online application

> ie. MPC/BIPC/MEC/CEC.

The list of 18 MJPAPBCWR Junior Colleges with groups and sanctioned seats is enclosed herewith as Annexure-A(1) & (2)

> The Candidates should download the Application receipt immediately | after submission of application form through online

» Students should confirm their seats in allotted Junior colleges by visiting the college and by submission of necessary documents forwhich the information will be shared along with the result. If he / she does not attend the admission date, he/she will relinquish the candidate seat.

» The type of test will be Objective.

ORDER 

In the G.O.s 1 st& 2 nd read above, Government had established 11,162 Village Secretariats and 3,842 Ward Secretariats with 11 Functionaries and 10 Functionaries were positioned in the Village /Ward Secretariats respectively. 

02. In the reference 4 th read above, the Director, GSWS, Vijayawada has requested the Government to issue necessary orders on the following: 

a. Categorize the Village/Ward Secretariats Functionaries into Multipurpose, Technical and Aspirational. 

b. Categorize the Secretariats into 3 categories, duly giving flexibility to take care of tribal and remote habitations 

Category “ A” Secretariats having population up to 2500 

Category“ B” Secretariats having population from 2501 to 3500 

Category“ C” Secretariats having population more than 3500 


c. Deployment of optimum number of functionaries to ensure effective discharge of various functions. Minimum of 6 Functionaries in the Village /Ward Secretariats having population below 2500, 7 functionaries in the Village /Ward Secretariats having population below 2501 to 3500 and 8 functionaries in the Village /Ward Secretariats having population above 3501. 

The number of functionaries may go up based on the population, nature of economic activities and workload in the Secretariats. 

d. Aspirational Functionary to adopt emerging technologies like IoT, AI, Drones and other deep-technologies in governance. From among the functionaries deployed in the secretariat, one having Technical / relevant qualifications and passion on latest technologies like IoTs, AI, ML etc to be designated as Aspirational Functionary. 

e. After rationalisation of Functionaries if any surplus Functionaries available shall be utilized in the GSWS Field Offices to be establishedor redeployed in the other Government Departments. 

f. If any habitation of Village Secretariat is more than 10 kms away, it may be attached to the nearest Secretariats or propose to establish new Secretariats if the situation is un-avoidable. This shall be done without disturbing Gram Panchayat & Revenue Village and functionaries from surplus pool to be utilized for this. 

g. The Panchayat Secretary and the Ward Administrative Secretary will be designated as the Head of the Village /Ward Secretariats respectively. 

h. Establish 3 tier GSWS structure in the Field with District GSWS Office at district level, Mandal/ULBoffice with supporting Staff to look after & monitor Village /Ward Secretariats’ activities at the Mandal / ULB under the supervision of MPDO/ Municipal Commissioner and Secretariats- at Village / Ward level. 

i. Secretariats shall act as Hub for creating a knowledge society, through Skill Development, Digital literacy, AI adoption, facilitation to MSMEs, food processing and value addition to the products, Marketing, Employment generation etc. 

03. Government after careful examination of the matter, hereby order forrationalization of the Village/ Ward Secretariats and Functionaries for effective implementation of Real Time Governance at Village / Ward level and achievement of Swarna Andhra Vision @ 2047 as follows: 

a. Categorize the Village /Ward Secretariats Functionaries into Multipurpose, Technical and Aspirational. 

b. Categorize the Secretariats into 3 categories, duly giving flexibility to take care of tribal and remote habitations 

Category“ A” Secretariats having population up to 2500 

Category“ B” Secretariats having population from 2501 to 3500 

Category“ C” Secretariats having population more than 3500 

c. Deployment of optimum number of functionaries to ensure effective discharge of various functions. Minimum of 6 Functionaries in the Village /Ward Secretariats falling under “ Category A” , Minimum 7 Functionaries in the Village /Ward Secretariats fallingunder “ Category B” and Minimum 8 Functionaries in the Village /Ward Secretariats falling under “ Category C” . The number of functionaries may go up based on the population, nature of economic activities and workload in the Secretariatswith the approval of the Government. 

d. Aspirational Functionary to adopt emerging technologies like IoT, AI, Drones and other deep-technologies in governance. From among the functionaries deployed in the secretariat, one having Technical / relevant qualifications and passion on latest technologies like IoTs, AI, ML etc to be designated as Aspirational Functionary. 

e. After rationalisation of Functionaries, surplus Functionaries available if any shall be utilized in the GSWS Field Offices to be establishedor redeployed in the other Government Departmentsas per requirement duly constituted committee. 

f. The Habitation(s) which are more than 10 Kms away of Village Secretariats, it may be attached to the nearest Secretariatwithout disturbing Gram Panchayat & Revenue Villageor propose to establish new Secretariat(s)in schedule Tribal Areas only and deploy functionaries from the surplus pool. 

g. The Panchayat Secretary and the Ward Administrative Secretary will be designated as the Head of the Village /Ward Secretariats respectively. 

h. Establish 3 tier GSWS structure in the Field with District GSWS Office at district level, Mandal/ULBoffice with supporting Staff to look after & monitor Village /Ward Secretariats’ activities at the Mandal / ULB under the supervision of MPDO/ Municipal Commissioner and Secretariats- at Village / Ward level.

04. The Director, GSWS shall take necessary action accordingly to implement the above decisions.

In the circumstances reported by the Commissioner of School Education, in his letter 3rd read above, Government, in order to provide sufficient time for the aspiring candidates for their preparation to APTET, hereby decides to review the already announced APTET, July-2024 Schedule, by ensuring that there will be a time gap of 90 days from the date of notification to the date of conduct of examinations.

2. Resolution F.No. 5(3)-B(PD)/2023, Government of India, Ministry of Finance, Department of Economic Affairs (Budget Division), Dt: 10 June, 2024.


ORDER:


According to Rule 13(1) of General Provident Fund (Andhra Pradesh) Rules 1935, Government shall pay to the credit of the account of a subscriber interest at such rate as may be determined for each year according to the method of calculation prescribed from time to time by the Government of India for payment of interest on subscription to the General provident Fund in respect of Central Services.


2 In the G.O.1" read above, the State Government have adopted the interest rate of 7.1% per annum for the period from 01.07.2023 to 31.03.2024, during the F.Y.2023-24 on the following Provident Funds and other similar funds maintained by the Government of Andhra Pradesh on par with rates of Government of India.


a. The General Provident Fund (Andhra Pradesh) Rules 1935


b. The Electricity Department Provident Fund Rules. c. Emergency Cut and Compulsory Saving Rules, 1949.


d. Government Distilleries Employees Provident Fund


e. Andhra Pradesh Government Life Insurance Fund.


f. Andhra Pradesh Employees Welfare Fund Rules. www.gsrmaths.in


3. In the reference 2nd read above, the Government of India announced that, during the year 2024-25, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 7.1% (Seven point one percent) w.e.f. 1" April, 2024 to 30th June, 2024. This rate will be in force w.e.f. 1" April, 2024.


4 Government after careful examination of the matter hereby order to adopt the rate of interest at 7.1% (Seven point One percent) per annum for the period from 1 April, 2024 to 30th June, 2024 during the F.Y.2024-25 on the following Provident Funds and other similar funds maintained by the Government of Andhra Pradesh on par with rates of Government of India. This rate will be in force w.e.f 1" April, 2024.
