Sub SE- DSC-2024- to fill up the vacancies of Direct Recruitment quota - of 6,100 teachers in School Education, Tribal Welfare, BC Welfare Society and Social Welfare Society, by way of direct recruitment through DSC-2024, duly placing them under apprenticeship for a period of (2) years on consolidated remuneration-Communication of vacancies- Reg

The Joint Director(TET) of this office is invited to the reference cited, wherein the Government have accorded permission to the Commissioner of School Education (1) to fill up the vacancies of Direct Recruitment quota of 6,100 teachers in School Education, Tribal Welfare, BC Welfare Society and Social Welfare Society, by way of direct recruitment through DSC- 2024, duly placing them under apprenticeship for a period of (2) years on consolidated subject to the following conditions:-


1. The notification be limited only to clear vacancies as notified by the Departments concerned. The posts occupied by any kind of existing contractual/ outsourcing appointments whatsoever, shall be deleted. ii. The candidates on the selection and appointment will be paid consolidated pay as decided later, for a period of 2 years. They will be given scale of pay after satisfactory completion of 2 years probation.


2. In this regard, government have directed to take further necessary action accordingly and shall send necessary guidelines for conducting DSC, 2024, for approval of the Government.


3. In this connection, it is submitted that during the discussions with Minister (Edn) by Principal Secretary(SE), CSE, JD(SER) and JD(TET) on 06.02.2024 at Secretariat, the following decisions have taken to conduct DSC 2024.


a. Revise the SGT vacancies in all districts in School managements


b. Submit proposal on apprenticeship stipend amount to DSC 2024

selected candidates..


In this regard, it is informed that previously proposed vacancies in

DSC-2024 for Sc Education mar nents Le ZP/MPR out and Mpl.

AP DSC-2024 Notification previously proposed vacancies 



5. Now. As per the Higher authorities directions, SGT vacancies are raised in all districts except Kurnool and decreased the SGT vacancies in Kurnool and SA(PE) vacancies in all districts and deleted the SA(PE) and PET vacancies in APREIS society and limited to 6,100. In this regard, the revised vacancies in DSC-2024 for School Education managements ie ZP/MPP, Govt and Mpl.

In this regard, the joint Director (TET) of this office is requested to take necessary on the revised vacancies in School Education Department and send necessary guidelines for conducting DSC, 2024, for approval of the Government.

The following notification will be published in the Andhra Pradesh Gazette.


NOTIFICATION


In exercise of the powers conferred by Article 309 of the Constitution of India read with sub section (3) and (4) of Section 169, Sub-sections (3) and (4) of section 195 and Section 243 of the Andhra Pradesh Panchayat Raj Act, (Andhra Pradesh Act 13 of 1994) and amendments thereon and third proviso to Section 74 of the Andhra Pradesh Municipalities Act, 1965 (Andhra Pradesh Act 6/1965) and Section 78 and Section 99 of the Andhra Pradesh Education Act, 1982 (Act 1 of 1982), read with sub-section (1) of section 23 of the Right of Children to Free and Compulsory Education Act 2009 (Central Act No. 35 of 2009), duly Incorporating the norms and conditions of the eligibility criteria provided by NCTE for the post of teachers, the Government of Andhra Pradesh hereby makes the following rules for Teacher Recruitment Test (TRT) for the posts of School Assistants(SAs) and Secondary Grade Teachers (SGTs) in the schools of Andhra Pradesh.


RULES


1. SHORT TITLE AND APPLICATION:


1) These rules may be called as the Teacher Recruitment Test (TRT) for the posts of School Assistants (SAS) and Secondary Grade Teachers (SGTS) Scheme of Selection Rules, 2024.


II) These rules shall apply to all categories of teacher posts in Government, Zilla Praja Parishad, Mandal Praja Parishad, Municipal, Municipal Corporation schools, Integrated Tribal Development Agency, Ashram schools, and to such other categories of teacher posts in such other schools as may be notified by the Government from time to time Issue of these orders.


III) These rules shall come into force with immediate effect from the date of

4. QUALIFICATIONS AND ELIGIBILITY

Dt. 27/06/2012 (A university established or incorporated by or under a State act shall operate only within the temtorial jurisdiction allotted to it under its Act and in no case beyond the territory of the State of its location) The onus of proef of recognition by relevant Statutory Authonty that their Degrees the Universities have been recognised rests with the candidate.

1) The Government of Andhra Pradesh, Department of School Education is going to conduct DEECET-2024 for admission into two year (four semesters) D.El.Ed., course for the academic year 2024-25 through Computer Based Test (CBT).

2) Online applications are invited for DEECET-2024 from the eligible candidates for all those, aspiring to be Teachers.

3) The qualifications for appearing of DEECET-2024 is as follows;

a. The candidate should have passed or appeared for the Intermediate

Examination (Qualifying Exam) or its equivalent as decided by the DEECET

Committee for appearing at the DEECET. However, he/she should have

passed the qualifying examination at the time of admission.

b. The candidates should have secured 50% of marks in aggregate in the

Qualifying Examination for appearing in the DEECET for both ‘A’ and ‘B’

category seats. The minimum percentage of marks in the qualifying

Examination for Scheduled Caste, Scheduled Tribe and Physically

Challenged candidates shall however be 45% for both ‘A’ and ‘B’

category seats.

c. Eligibility and Subject wise allotment of seats for admission into D.El.ED

Eligibility

1. Mathematics 25 Those who studied Mathematics as a subject at

Intermediate level

2. Physical Science25 Those who studied Physics and Chemistry as their

Intermediate Subjects.

3. Biological Science 25 Those who studied Botany, Zoology as their

Intermediate Subjects.

4. Social Studies 25 Those who studied two subjects out of Five Subjects

viz., Civics, Economics, History, Geography,Commerce.

5) To bring out utmost transparency and accuracy for conducting of DEECET

2024 through Computer Based Test. The Question Paper of DEECET-2024

comprises of 100 marks with objective type questions. The question paper contains two parts i.e., Part- A (60 Marks) Part- B (40Marks). The details of subjects marks division is provided in the information bulletin.

6) Examination FEE:

The fee towards submission of application online and for the conduct of computer based examination is Rs.750/-. Candidates shall pay the fee through payment Gateway from 23.04.2024 to 08.05.2024 and submit online application in website http://cse.ap.gov.in & https://apdeecet.apcfss.in n from 24.04.2024 to 09.05.2024


7) Procedure for submission of application online:

Detailed procedure for applying ONLINE is given in the Information Bulletin.

Candidates can download the ‘Information Bulletin’ free of cost from the DEECET-2024 website http://cse.ap.gov.in & https://atde::c:t.aatcfpspsan from 22.04.2024 onwards. 

Last date for submission of online application is 09.05.2024

8) EXAMINATION CENTERS:

The DEECET-2024 will be conducted through ‘ONLINE’ in all districts in

Andhra Pradesh. The School Education Department will allot the examination centres in the available Computer Based examination centers.

9) Structure, Content and Syllabus of DEECET:

The detailed structure and content, Weightage of marks are provided in the

Information Bulletin.

10) Candidates should have secured a rank in DEECET conducted for the

Academic Year concerned for admission into Government DIETs and Private

Elementary Teacher Training Institutions and should satisfy the educational criteria prescribed for the course as shown at (iii) below. For obtaining a DEECET rank.

The attention of the District Educational Officers and all the Principals of AP Model Schools are informed that a press notification was issued for conducting VI class Entrance Test for admission into 164 Model Schools in the State for the academic year 2024-25.


The following tentative schedule is proposed to conduct the Admission Test for admission into Vi class in AP Model Schools.


TENTATIVE SCHEDULE



Further it is informed that the Principals are requested to give wide publicity and to put their best efforts for full enrollment.


A Press note may be issued in local New papers under news items.


1. The services of PGTs and TGTs may be utilized for visiting all villages where Primary Schools are located in the catchment area of the Model

The advantages in taking admission into Model Schools should be explained to parents i.e., free Education, free books, free uniform, free food in the afternoon (Mid-Day-Meal), good infrastructure facilities, library and laboratory facilities, Schools affiliated to CBSE, Academic enrichment programs such as TOEFL, LIP, etc.,


2. Highly qualified teachers, extra study hours and particularly highlighting that the medium of instruction is English. 3. Meetings with self help groups, parents etc., may be organized to publicize the objectives of Model Schools and their importance.


4. The parents may be ensured that "once the admission is taken in VI class,the entire education of their children up to Il year Intermediate" will be looked after by the Government.


5. Pamphlets to be printed and distributed in surrounding villages of Model Schools narrating the advantages of studying in Model Schools.


6. Banners /Posters may be displayed in prominent places Le, at Olo Mandal Revenue Officer, Mandal Resource Centres in village secretariats and other Important places in the Mandal.


7. Awareness Programme should be conducted at school Level along with MEO, Elementary School head teachers and parents,


8. Coaching classes to students may be conducted freely for a week or so, on how to answer effectively the admission test to boost up their confidence.


All the Principals of Model Schools are instructed to take necessary steps for giving wide publicity on VI class Entrance Test. There shall be no admission to the student in APMS without clearing the entrance Examination.


Further the District Educational Officers are requested to conduct meetings with MEOs and Principals, disseminate the instructions to the field functionaries to receive more number of applications and also ensure that the admission process is conducted in a smooth and transparent manner as per schedule.


Any laxity in the matter will be viewed seriously.

1) The Andhra Pradesh Teacher Eligibility Test APTET- JULY- 2024 will be
conducted by the Department of School Education, Government of Andhra 
Pradesh in all Districts of the State through a Computer Based Test. The 
candidates belonging to Manyam and ASR (Alluri Seetha Rama Raju) districts will be accommodated in the nearby Districts. The main objective to conduct Teacher Eligibility Test is to ensure National Standards and benchmark of Teacher Quality in the recruitment process in accordance with the National Council for Teacher Education (NCTE). One of the essential qualification for a person to be eligible for appointment as teacher in any of the school (Both Government and Private) referred to in class (n) section-2 of the RTE Act is that he/she should pass the TET conducted by the Department of School Education.

2. Online applications are invited for the Andhra Pradesh Teacher Eligibility Test APTET- July-2024 from the candidates for all those aspiring to be Teachers in State Government, Mandal Parishad, Zilla Parishad, Municipality, A.P. Model Schools, A.P Residential Schools, all Welfare Society Schools, Private Aided Schools and Private Un-aided schools etc., under the control of Andhra Pradesh State for classes I to VIII. Government of India have enacted RTE Act, 2009 on 27.08.2009 titled “The Right of Children to Free and Compulsory Education”. Sub-Section (1) of section 23 of the RTE Act, National Council for Teacher Education (NCTE), New Delhi has laid down minimum qualifications for a person to be eligible for appointment as a Teacher for Classes I to VIII in its Principal Notification dated 23rd August, 2010 and amendments issued thereon. The minimum qualification includes a pass in Teacher Eligibility Test (TET) pursuant to the said guidelines; it has been decided to conduct Teacher Eligibility Test (TET) in the State of Andhra Pradesh.
3. Those candidates who possess D.EL.Ed. / B.Ed or its equivalent qualifications shown in Information Bulletin and candidates pursuing final semester of the said courses with requisite percentage of marks obtained as given in Information Bulletin of APTET can appear for APTET-JUlLY-2024. However, the candidates intending to seek employment as a teacher in private unaided schools following Central or State syllabus shall have the option of appearing at CTET conducted by Central Government through CBSE instead of APTET, if they so desire. Those candidates who desire to improve their APTET score shall also apply for APTET-JULY -2024.
4. To bring in utmost transparency and accuracy in the conduct of examinations APTET-JULY- 2024 will be conducted through Computer Based Test in Paper-1A , Paper-1B, Paper-2A and Paper-2B. The candidate who intends to be teachers for Classes I to V have to appear for Paper-1A and the candidates intending to be teachers for Classes VI to VIII have to appear for paper-2A. 

The candidate who intends to be teachers for Classes I to V in Special 
Education Schools have to appear for the examination under Paper -1B and 
the candidates who intends to be teachers for Classes from VI to VIII have to 
appear for paper-2B in respect of Special Education Schools. The candidates 
who are having both D.El.Ed. and B.Ed. qualifications, intends to be teachers 
for all Classes from I to VIII are only eligible to appear for all papers, i.e. 
Paper-1A , Paper-1B, Paper-2A and Paper-2B as per requisite qualifications.
 
5.Examination FEE:
The fee towards submission of application online and for the conduct of 
Computer Based Examination is Rs.750/- for each Paper-1A, Paper-1B, 
Paper-2A and Paper-2B separately. Candidates shall pay the fee through 
payment Gateway from 03.07.2024 to 16.07.2024 and submit online 
application at the APTET website http://cse.ap.gov.in from 04.07.2024 to 
17.07.2024
Note: If the candidate who is having both D.El.Ed general/special and B.Ed general/special qualifications desires to apply for all papers, he/she has to pay Rs.750/- for each paper separately.

6. Procedure for Submission of Application Online:
Detailed procedure for applying ONLINE is given in the Information Bulletin. 
Candidates can download the ‘Information Bulletin’ free of cost from the APTET website http://cse.ap.gov.in from 02.07.2024 onwards. Candidates can submit their applications online from 04.07.2024 to 17.07.2024. No candidate is allowed for Edit / Modify the application once submitted.
Note:-The candidates are instructed to submit the application carefully with full awareness of notification. Any corrections / Modifications will not be considered if candidate need to change or modify he/she has to pay Rs. 750/- with separate application within the due date.
7. EXAMINATION CENTERS:
The APTET-JULY- 2024 will be conducted through ‘ONLINE’ in 24 districts 
except Manyam and ASR in Andhra Pradesh. The candidates belong to 
Manyam and ASR (Alluri Sita Rama Raju) district can opt examination centres in the nearby districts. A window will be opened to the Candidates to opt the DISTRICT and SESSION in the available centers indicated in the website. 
The examination centers will be closed based on the option exercised by the 
candidate (This will be purely on first come first serve basis). No change 
of the examination center will be allowed once opted during the window. If 
once the session capacity of the centers is exhausted then the candidate 
should choose another date and another session at available districts. If the 
candidate failed to opt Examination centre in the prescribed date mentioned above. The department will allot the examination centre in the available examination centers
However, the allotment of examination centers shall be the discretion of the 
department and request for change of examination centers or sessions is not allowed under any circumstances. However preference will be given to PHC candidates by accommodating in the same district.
Note: Candidate should opt in first cum-first serve basis. 
8.Eligibility Criteria:
The candidates at the time of applying for APTET-JULY- 2024 should possess
minimum qualifications prescribed Paper-1A , Paper-1B for a teacher for I to V classes, and Paper-2A, Paper-2B for a teacher for VI to VIII classes as given 
in Information Bulletin. The candidates, who are pursuing final semester in
any of the Teacher Education Courses recognized by the NCTE( National
Council for Teacher Education) or the RCI (Rehabilitation Council of India), 
can also appear for the APTET –JULY- 2024.
However, it is clarified that appearance or a pass in APTET by itself will not 
vest any right for the candidate to be considered for appointment to the post of Teacher in Government / Zilla Parishad / Mandal Parishad / Municipal/AP Model School / Welfare Schools / Society Schools/ Private Un-aided and Private Aided Schools etc., under the control of the Govt. of Andhra Pradesh unless he/she possess the qualifications prescribed for appointment to such post in the relevant statutory recruitment rules framed by State Government from time to time or by the said management as on the date prescribed therein., and also pass in Teacher Eligibility Test. The details of qualifications prescribed for APTET-JULY-2024 are provided in the 
Information Bulletin.
 9. Structure, Content and Syllabus of APTET- JULY-2024:
a) The Structure and Content of each part of Paper- 1A & Paper- 1B :
The structure and content of each part of Paper- 1A & Paper- 1B of the 
APTET-JULY- 2024 and the breakup of the total 150 marks among various 
parts of the paper are given in the Information Bulletin. The detail marks

10. Pass Criteria in TET Paper- 1A, Paper- 1B & Paper- 2A, Paper-2B 
APTET-JULY- 2024 Tentative Results will be declared after completion of 
examination. However the final result will be given after final key as per the 
scheduled. The criteria for considering pass mark in APTET-JULY-2024 are
as follows:  


 Note: In case of Differently Abled (Visually, Orthopedically, Hearing Impaired and Autism) candidates clause 10a(iii) will be applicable to differently abled candidates with at least 40% disability based on the valid disability certificate as prescribed by the competent authority as notified by the Government from time to time.
11. Validity period of TET Certificate / Marks Memo:
APTET Certificate / Marks Memo shall remain valid for life time in 
accordance with NCTE guidelines dated: 09.06.2021 as amended by the 
Government in G.O.Ms.No.69, Dated: 25.10.2021. The validity of TET 
qualifying certificate acquired prior to 09.06.2021 shall be life time as per
G.O.Ms.No.69, Dated: 25.10.2021. This certificate will also be made 
available in Digi- Locker from date and time of TET result.
12. Weightage for APTET-JULY-2024 Score for selection in District Selection 
Committee (DSC) Recruitments: 20% Weightage will be given to APTET score in the ensuing Teacher Recruitment of the State Government. In other words, 20% Weightage is for APTET score and 80% Weightage for written test in Teacher Recruitment Test (TRT) for drawing up the selection list. 
13. Normalization:
Normalization procedure/Technique will be adopted for APTET -2024.
14. Legal Jurisdiction:
All legal disputes with regard to the conduct of TET shall be subject to the 
Jurisdiction of the Honourable Courts located in the State of Andhra Pradesh only

1) The Andhra Pradesh Teacher Eligibility Test (APTET-2024) will be conducted through a computer based test by the Department of School Education, Government of Andhra Pradesh in all Districts of the State except Manyam and ASR(AlluriSeetha RamaRaju) districts and those candidates will be accommodated in the nearby districts. The main objective to conduct Teacher Eligibility Test is to ensure National Standards and benchmark of Teacher quality in the recruitment process in accordance with the National Council for Teacher Education (NCTE). One of the essential qualification for a person to be eligible for appointment as teacher in any of the school (Both Government and Private) referred to in class (n) section-2 of the RTE Act is that he/she should pass the TET conducted by the department of school education.


2. Online applications are invited for the Andhra Pradesh Teacher Eligibility Test (APTET- 2024) for the candidates aspiring to be Teachers in the schools under all managements including State Government, rural and urban local bodies, A.P. Model Schools, all welfare and societies schools, Private Aided Schools and Private un-


aided schools etc., under the control of Andhra Pradesh State for classes I to VIII. However, the candidates intending to seek employment as a teacher in private unaided schools following Central or State syllabus shall have the option of appearing at CTET conducted by Central Government through CBSE instead of APTET, if they so desire. Those candidates. who desire to improve their earlier APTET Score shall also apply for APTET-2024.

10. (a) Pass Criteria in TET Paper-I (A&B), Paper-II (A) & (B):


APTET-2024 Tentative Results will be declared on the same day of completion of examination. However the final result will be given after final key as per the scheduled mention below. The criteria for considering pass in APTET are as follows:


Community.    Pass marks


i) OC.        60% Marks and above


ii) BC.        50% Marks and above


iii) SC/ ST/ Differently abled.   40% Marks and above


(PH) & Ex-servicemen
